CDS 2019 OMR Public Consultation – Concluding Report

Background

Connecting Devon and Somerset (CDS) launched their OMR Public Consultation on the 5th of November 2019, the consultation closing for responses on the 10th December 2019.

The consultation focused on the following numbers of Black, Grey, White and Under Review NGA premises, as well as basic broadband coverage.

CDS sent out emails to 58 companies notifying them about the launch of the consultation and published details on the launch of the consultation on their website at the following link, as well as on the Council News Centre pages: https://connectingdevonandsomerset.co.uk/cds-2019-omr-public-consultation/

Nine companies responded to the consultation, four of which having no comment to make, with five submitting revised data/data clarifications. CDS also received 28 responses from members of the public, the majority providing speed checks correlating with the consultation data. Two responses required a change of records. The first relating to an incorrect premises classification by Ordnance Survey, resulting in the inclusion of an additional white premises to the total premises baseline. The second being the reclassification of 30 premises to under review. No comments were received regarding Basic Broadband coverage.

Resulting Procurement Decisions

Lotting and Target NGA White Premises

After extensive engagement with the market, the programme has decided to split the former 5 Gigaclear Lot Areas into 6 lots (as shown in the map below). Each lot contains the following types of premises, based on results of the latest OMR process:
